KEY  FACTS

  5. The AGLC is much more efficient than the LCBO. For every dollar spent by the LCBO, Ontario makes only $2.26, whereas for every dollar spent by the AGLC, Alberta earns a return of $24.51.

  9. Beyond taxes, the department of revenue says it has raised $6.5 million from license and application fees from businesses that are hoping to cash in on the new legality of cannabis in the state.

“More competition between businesses would constrain operating costs and keep prices low,” the C.D. Howe Institute says in its report. “Lower prices in the legal market would make it more likely to be competitive with the existing black market.”

“Recreational consumers are highly unlikely to switch their dollars to the regulated market if there isn’t easy access,” the report states. “This means that there will be significant opportunity for the black market to continue operating in all the areas without enough legal stores to meet market demand or that are convenient to access.”
